One company for the whole Local Law 11 cycle. JBS arranges the FISP inspection by a DOB-approved QEWI, handles the DOB filings, and performs the repairs — repointing, brick replacement, lintels, parapets and façade restoration — so the amended report is filed and the sidewalk shed comes down. For condo, co-op and commercial buildings.

Local Law 11, the NYC Façade Inspection & Safety Program (FISP), requires owners of buildings higher than six stories to have their façades inspected every five years by a DOB-approved Qualified Exterior Wall Inspector (QEWI), who classifies them as Safe, SWARMP or Unsafe. JBS Concrete Pros manages the whole process across all five boroughs: we bring in a DOB-approved QEWI for the inspection, handle the report and amended filings with the Department of Buildings, and our own crews perform the repairs — repointing, brick replacement, lintels, parapets and façade restoration. 91-01 120th Street, Richmond Hill, NY 11418 · (718) 849-2500.
| Classification | What it means | Repair timing |
|---|---|---|
| Safe | No conditions requiring repair at the time of inspection | None until the next cycle |
| SWARMP | Safe With a Repair and Maintenance Program — conditions that must be fixed | By the inspector's completion date: 1–5 years from the report; cannot repeat in consecutive cycles |
| Unsafe | Conditions that pose a danger to the public | Public protection immediately; repair within 90 days unless the DOB grants an extension |
Who does what: by law the critical examination must be performed by a DOB-approved QEWI (a licensed architect or engineer). JBS manages that for you — we schedule the QEWI, handle the paperwork and DOB filings, perform the repairs with our own crews, and see the amended report through, so the board deals with one company instead of three. Local Law 11 is the common name for New York City's Façade Inspection & Safety Program (FISP), run by the Department of Buildings. It requires owners of buildings higher than six stories to have their exterior walls and appurtenances inspected every five years and to file a technical façade report with the DOB.
The inspection, called a critical examination, may only be performed by a DOB-approved Qualified Exterior Wall Inspector (QEWI). JBS Concrete Pros performs the repair work the QEWI's report calls for and coordinates with your QEWI through the amended filing.
A FISP report classifies the façade as Safe, Safe With a Repair and Maintenance Program (SWARMP), or Unsafe. SWARMP conditions must be repaired by a completion date the inspector sets, between one and five years from the report. Unsafe conditions require immediate public protection and must be repaired within 90 days unless the DOB grants an extension.
The same condition cannot be reported as SWARMP in two consecutive cycles. If it has not been repaired by the next inspection, it must be classified as Unsafe, which brings mandatory public protection and the 90-day repair requirement.
Public protection, typically a sidewalk shed, must stay in place until the DOB approves an amended Safe or SWARMP report or a partial shed removal. Getting the repairs done promptly is what lets the shed come down.
Repointing and tuck-pointing, brick replacement, lintel repair and replacement, parapet and coping repair, crack and spall repair, and general façade restoration, with debris removed in our own roll-off containers. See our brick pointing page for masonry details.
FISP applies to buildings higher than six stories. The DOB publishes a FISP Universe map of covered façades and their filing sub-cycles, but the owner is responsible for confirming whether the building is covered. Your QEWI can confirm the filing window.
After reviewing the FISP report and walking the façade, we provide an itemized written proposal, typically within 48 hours. Pricing depends on the conditions listed, the building height and the access method, so we do not publish set prices.
Owners of NYC buildings higher than six stories must have the exterior walls and appurtenances inspected every five years by a DOB-approved Qualified Exterior Wall Inspector and file a technical façade report with the Department of Buildings. SWARMP conditions must be repaired by the completion date in the report, and Unsafe conditions require immediate public protection and repair within 90 days unless the DOB grants an extension.
Cycle 10 is the current five-year Local Law 11 / FISP cycle. The DOB splits it into sub-cycles A, B and C based on the last digit of the building's block number, which sets each building's filing window. We confirm your sub-cycle when we arrange the inspection.
